Lake Norman is managed by Duke Energy under a federal license. That fact shapes almost everything about owning near the water: where docks can go, what the shoreline can look like, and which approvals transfer with a home.

Four situations, four sets of documents

Waterfront frontage shows up on a survey. Dock rights depend on a Duke Energy permit, its holder, and its transfer. Community access depends on association rules, fees, and sometimes a waitlist. Public access depends on whichever agency runs the ramp or park. Our guides treat each one separately so you can tell which applies to the home you are looking at.
